Before we start, you will need a free Windows application called Image to PDF Converter. After starting the setup, select the location where you want to install the application, or leave the default and click Next. The installation will take a few seconds, after completion click “Finish†to complete the installation.

To open the images you want to combine, click the Add icon in the upper left corner, as shown in the image below. You also have the option to drag multiple items to the middle white space.
